(Buenos Aires Province).- Gambling in the technological field is becoming a problem that directly affects minors. In this context, a group of legislators from the Province of Buenos Aires proposes putting a stop to online casinos. It was Senators Agustín Maspoli and Lorena Mandagaran (UCR + Cambio Federal) who presented a project in the Buenos Aires Senate with the objective of "restricting access to online gambling for children and adolescents and preventing and raising awareness about problem gambling in childhoods and adolescences".

Online casino in Buenos Aires: What does the project that seeks to put a brake on say?

A few days ago a project was also presented that puts the magnifying glass on online casinos, but that proposal entered the Chamber of Deputies of the PBA. Regarding this initiative, the central objective is to prohibit online gambling advertising; But in this latest project presented in the Senate, it is directly requested that minors cannot have access to the platforms or applications that provide this service.

Regarding the proposal that entered the Buenos Aires Senate, it is established that, if the Law is approved, a person must register by providing their name, surname, DNI number and real address. While to verify the information, biometric data must be requested as an identity verification mechanism, which must be requested each time the online gaming page is accessed.

In turn, the data registry must be connected to the information base of the organizations that the Enforcement Authority considers appropriate.

“The social normalization of online gambling, largely driven by promotion and legalization, has generated a significant increase in its practice, particularly among young people,” the provincial legislators stated in their project; and in that sense, they stated: “It should be noted that the structural characteristics of online gaming carry a greater risk of addiction compared to traditional gaming.” “We are facing a problem that is becoming more and more present in the lives of boys, girls and adolescents,” they explained, and argued that the project seeks to “safeguard minors against an issue that requires attention” and urgent response.”

Argentina and its online gambling laws
It is important to clarify that in Argentina there is no federal law that regulates the betting market. This implies that each province has its own regulations in this regard. According to data on online betting, it is estimated that the market covers about 19 million people in the country, and therefore, now the leadership has put its magnifying glass on the online casino, and along those lines they ask, since a framework is approved regulations that prohibit the advertising of online betting to mitigate cybergambling, even prohibiting minors. 

Cybergambling is defined as a behavioral addiction consisting of excessive behaviors in relation to online gambling or gamification modalities of online betting activities, which generate harmful actions for the person and their direct family, social and work environment, and They cannot be controlled or interrupted by the individual. In this context, they ask that online casinos and advertising be regulated, and along these lines they propose that the Buenos Aires government develop a "Strategic Plan for the Prevention of Cybergambling", based on a diagnosis of the perception, prevalence and epidemiological composition of this disease in the province of Buenos Aires.
